The October roundtable introduced Vallorii’s mission and approach at a critical juncture for UK infrastructure. With capital expenditure needs expected to grow over 63% in the next regulatory period and balance sheets already highly leveraged, the discussion focused on whether the current regulatory framework is capable of enabling the equity investment needed—estimated at over £169bn by 2035.
The session explored the shortcomings of a one-size-fits-all CAPM model and highlighted the need for more flexible, data-driven approaches to estimate the cost of equity. Participants examined the "Goldilocks zone" of regulation: striking a balance that avoids underinvestment while keeping consumer costs manageable. The conversation laid the foundation for Vallorii’s ongoing development of a transparent, AI-powered risk-return platform designed to make complex valuation analytics more accessible to regulators, investors, and infrastructure operators alike.
